Alipay Setup for Foreign Visitors: Every Error Fixed (2026)

Since late 2023, Alipay fully supports foreign passports and foreign Visa/Mastercard cards — no Chinese phone number or bank account required. But the setup flow has several specific failure points that trip up almost every first-time foreign user.
This guide covers every error in order, from the correct app download to real-name verification, card binding, and common payment failures.
Regular Alipay vs. Alipay International — What You Need
Three terms get confused constantly:
Regular Alipay (domestic): Requires Chinese phone number, Chinese bank account, and Chinese ID. Foreign visitors cannot use this path.
Alipay for foreigners (2024–present): Same Alipay app, different registration path. You register with your international phone number and link a foreign Visa/Mastercard/JCB directly. This is what most guides call "Alipay International."
Tour Card (fallback): A prepaid virtual card mini-program inside Alipay, available if direct card binding fails. Carries a 5% top-up fee. Max ¥10,000 per 180 days (as of May 2026 — verify current limits in the Tour Card mini-program before use).
Use direct card binding first. Tour Card is only a fallback.
Step-by-Step Setup (Current Working Method)
Step 1 — Download the correct app
Download "Alipay" from your home country's App Store or Google Play before traveling. Developer: "Alipay (Hangzhou) Technology Co., Ltd." Do not use a Chinese mirror app store.
Step 2 — Register with your international phone number
Open the app → Tap "Register" → Select your country code (+1, +44, +852, etc.) → Enter your mobile number → Enter the SMS verification code.
Step 3 — Switch to English
Me → Settings → General → Language → English.
Step 4 — Complete real-name verification (passport)
This is required before linking a card. Go to Me → Settings → Account & Security → Real-Name Verification. Select your passport-issuing country. Enter your full name exactly as it appears on the passport biodata page (surname first, then given name — match the MRZ format). Enter your passport number carefully (watch for O vs 0, I vs 1). Upload a photo of the passport biodata page: flat surface, indirect natural light, all four corners visible, MRZ line readable. Complete the facial recognition scan: even lighting, no glasses, face the camera directly, follow prompts slowly. Enter passport expiry date. Verification is usually instant. Can take up to 72 hours, occasionally up to 7 business days.
Step 5 — Link your foreign card
Me → Bank Cards → Add Card. Supported networks: Visa, Mastercard, JCB, Diners Club, UnionPay. American Express is not supported on Alipay — if you carry only Amex, use WeChat Pay instead (see: WeChat Pay setup guide). Virtual card numbers (privacy.com, Apple Pay virtual cards) are not accepted — use a physical card number. Enter card number, expiry, CVV, billing name. Your bank will send a 3D Secure / OTP code. Critical: Enable international online payments on your card before traveling. Many US, EU, and UK banks block overseas online transactions by default.
Step 6 — Set a 6-digit payment PIN
Required for every transaction.

CNY figures are primary; USD approximations are subject to exchange rate fluctuation. Limits set by the People's Bank of China, March 2024. Foreign users cannot: send person-to-person transfers, receive Hongbao (red packets), or access investment features. Only merchant payments are available.
Common Errors and Fixes
"Verification Failed" during real-name verification

- Your bank is blocking the transaction — contact your bank to enable international online transactions and CNY/China merchant codes before traveling
- Try a different card — if one Visa fails, a different issuer's Visa may work
"This Service Is Not Available in Your Region"
Disable VPN entirely. Update the app. Ensure your phone region is set to your home country, not China.
"Account Limited" or transactions suddenly blocked
VPN use, device switches, or multiple failed attempts can trigger this. Contact Alipay Customer Service: Me → Customer Support (headset icon), or call 95188. Provide selfie video and passport photo. Resolution takes 24–72 hours.
Payment rejected at a specific merchant even though card is linked
Some merchants use personal QR codes (个人收款码), which have restrictions for foreign-linked accounts. Ask the merchant to use their business payment code (商家收款码) instead.
Important Caveats
- Disable VPN at all times during setup and during payments. VPN is the leading cause of account lockouts.
- Do not attempt setup on multiple devices simultaneously.
- If all else fails: use the Tour Card mini-program (search "Tour Card" inside Alipay) as a prepaid fallback — 5% top-up fee applies (as of May 2026).

Do I need a Chinese phone number or Chinese bank account?
No. Since late 2023, Alipay fully supports foreign phone numbers and foreign Visa/Mastercard/JCB cards.
Is American Express accepted?

Why does my card keep getting rejected even though it's Visa/Mastercard?

No. Foreign-card-linked Alipay accounts are restricted to merchant payments only. P2P transfers, Hongbao, and withdrawals to foreign accounts are not available.
What if real-name verification keeps failing despite correct photos?
Try on a different device or after clearing Alipay cache (Settings → Apps → Alipay → Clear Cache). If still failing after 3 attempts, contact 95188 or use in-app customer service. Do not attempt more than 3 times in quick succession — repeated failures can temporarily lock the verification function.
